Shortly after the December 7, 1941, attack on Oahu, the Hawaiian Department commander, Lt.
Gen. Delos C. Emmons, met with the navy to discuss the urgent need to augment the coastal defenses
of the Hawaiian Islands with additional batteries. As a result, the navy offered several models of obsolescent
guns, with ammunition, from their stocks, to be used temporarily by the army as emergency
coastal batteries
